am directed by Secretary Sir E. Grey to trans-

mit to you herewith copy of draft instructions to the

British delegates to the forthcoming Opium Conference,

which have been prepared at this Office as a result of

the deliberations of the interdepartmental committee,

and to enquire whether Mr. Secretary Harcourt desires

to offer any observations on the draft as it now

stands.

As you are aware, the ratification of the Opium

Convention by Great Britain is dependent upon a writ-

ten expression of the intention of Austria Hungary to

sign. Passages in the draft relating to these two

points may therefore eventually require alteration.
